Paradeep Municipality Executive Officer Vacancy

To fulfill the goal of a modern and efficient municipality, Paradeep Municipality has announced an Executive Officer vacancy. The executive officer plays an important leadership role in the management and implementation of many municipal affairs. An opportunity for Paradeep to become a classic owner, this post is for enthusiastic and active people.

Paradeep Municipality Executive Officer:

Strategic Leadership: The Executive Officer will provide visionary leadership to help Paradeep Municipality become a state-of-the-art, efficient e-Government. They will be responsible for creating and implementing plans for the effective implementation of e-Government activities.

Implementation of E-Government: The executive will oversee the implementation of technology-based solutions to streamline city procedures such as online citizen services, real estate tax collection, building permits and digital records.

Financial Management: Effective financial management is very important. The executive officer will manage budget preparation and implementation to ensure responsible fiscal practices and accountability.

Infrastructure Development: Establishing an e-Government Center and IT infrastructure are just two examples of how candidates will play a key role in supporting e-Government efforts in developing modern infrastructure.

Stakeholder Engagement: It is important to build strong relationships with citizens, companies and other stakeholders. The Executive Officer will participate actively in this work to understand the needs and concerns of the people.

Transparency and Accountability: A key part of this function is to ensure transparency in all city affairs and encourage a culture of accountability.

Paradeep Municipality Chairman

The Paradeep Municipal Chairman has played an important role in leading the growth and development of the region. This prestigious position has been held for many years by several dedicated leaders who have worked tirelessly to meet the changing demands of the citizens of Pradeep.

Paradeep Municipality Ward List

E-Municipality Implementation: A Paradigm Shift

Transparency: As more information becomes available to the public and they can develop applications and projects in real time, transparency will increase. As a result, corruption becomes less and the government process is more transparent.

Accessibility: Citizens can easily access services through online portals and mobile apps. This will help people who are tech savvy, who live in rural areas and who do not have easy access to government facilities.

Revenue Generation: E-Government will increase revenue collection through efficient property tax collection and other revenue generating strategies. This extra money can be used to develop Paradeep.

Data-driven decision-making: Digitization of records and data analysis will allow municipalities to make decisions that allow them to allocate resources more efficiently and prepare for future growth.

5th Budget Meeting at Paradeep Municipality

The major turning point in the career of the Chairman (SHRI, PARESH CHANDRA SARKAR) was the 5th budget meeting held recently by the Municipal Corporation, Paradep. The meeting allowed the participants to review the municipality’s achievements and challenges, as well as to set goals for the future. Key features of the meeting

Fiscal prudence – The budget meeting emphasizes the value of financial prudence. The Chairman (SHRI, PARESH CHANDRA SARKAR) proposed a strategy to reduce wasteful expenditure and focus on important development initiatives to generate revenue.
Infrastructure Expansion – A significant portion of the budget has been allocated for the construction of new infrastructure. The Chairman (SHRI, PARESH CHANDRA SARKAR) emphasized the need to modernize the transit system and further make Paradeep a desirable destination for businesses and investors.
Sustainable Development – The President confirmed the Government’s commitment to this goal. It is noteworthy that the unborn growth of paradeep will depend on initiatives like renewable energy, water conservation and environment-friendly civic planning.
Social Security Program – The City Council’s commitment to the social security program was reiterated at the budget meeting. Kapala, (Name of Kapala) has led to the expansion of existing programs and the launch of new initiatives aimed at helping socially disadvantaged groups.
Citizen Participation – The Chairman, (SHRI, PARESH CHANDRA SARKAR), advocated citizen participation in political work. He emphasized the importance of community involvement and participation to ensure that municipal policies and programs meet their needs and goals.

The following 7 (seven) modules under the scheme is under progress.
(1) Birth & Death Registration and issue of computerized certificate is being carried out since.
(2) Trade license application received & license granted Solid waste management job card issue and closed.
(3) Grievance complaints received & resolved.
(4) Welfare scheme pension plan since 20.04.11
(5) Building permission application received & issued of permission.
(6) Municipal Management Information System (MMIS) Module
(7) Action has been taken for implementation of property tax assessment & collection as well as accounting through accrual based doubled entry for the year 2012-13.

It is seen that the personnel engaged by the TCS is handling the above modules but the Municipal employees are not taking any interest to learn and practice the above. All the Sectional Heads are advised to ask each employee to trained up themselves by the H.S.O. of Tata Consultancy Services those have not undergone training on this work. The employees should advised accordingly & committed to do it.

Observations:-
1. One modern slaughter house is required for the town to prohibit slaughtering of animals in public places as required under Section 313 of O.M. Act,1950 and implementation of modernization of meat shop scheme under National Mission on Food processing (NMFP) of Govt. of India.
2. Registration of existing burial and burning grounds is required under section 317 of O.M. Act, 1950 and its proper development.
3. Smooth public drainage system is required for the town as per provision of Section 210 of O.M. Act, 1950.
4. Water supply and underground water project for the entire town are absolutely required.
5. City Town Bus Service under JnNURM scheme of Govt. of India should be introduced in the town for the convenience of the general public.
6. Full time extension officers of various departments like Social Welfare & Civil Supplies etc should be exclusively posted like Block administration for smooth management of day to day official work.
7. One Municipal Engineer, One Head Asst. 2 Sr. Asst. and 6nos. of Jr. Asst. as per vacancy chart should be posted by H & UD Department for smooth running of day to day official works.
8. Street light phase in every wards of the town should be provided for maintaining the street lights properly and for the convenience of the general public.

Vision / Mission of Paradeep Municipality :

To built it as a good and green Municipality.
Objective :
The main objective is to ensure systematic & planned Development of the area coming under Paradeep Municipality, Cleaning of the town, Provision of street light, supply of drinking water etc.

Paradeep has to discharge following obligatory functions to deliver services to the citizens and to achieve the objectives.
1. Construction & maintenance of roads and drains.
2. Solid waste management.
3. Street Lighting.
4. Slum Improvement & services to urban poor.
5. Birth and Death Registration.
6. Marriage Registration.
7. Removal of encroachment.
8. Plantation & Maintenance of parks.
9. Prevention of food adulteration.
10. Prevention of heath Care.

Birth Certificate

What is Birth certificate ?
The birth certificate is the most important identity document for an individual which is most useful to prove the date as well as the place of birth.

Why you need the Birth Certificate ?
The necessity for a birth certificate arises to avail benefits from a gamut of services offered by the government to its citizens. We require the birth certificate to avail the following facilities:

To prove parentage and family relationship For admission into Educational Institutes. For recruitment in Armed Forces. To exercise the Right to vote. For availing an insurance policy. To obtain driving licenses. For obtaining Passport. To avail PAN Card. For claiming the right to marry at the legally permissible age. For settlement of inheritance and property rights.

Legality of Birth Certificate.
In India it is mandatory under the Law (as per the Registration of Births and Deaths Act, 1969), to register every birth with the concerned State/UT within 21 days of its occurrence. The government accordingly has provided a very structured system for registration of birth, with the Registrar General at the Centre and Chief Registrars in the states, running through district registrars to the village and town registrars at the periphery.

Eligibility criteria to avail Birth Certificate.
Any individual who is the citizen or NRI born in the state are eligible for availing the birth certificate. The birth certificate is issued to the parents in favour of child on the basis of application and specific amount deposited with application form to the concerned authority.

Procedure for Registering Birth Certificate.
There is a defined process to obtain the Birth certificate in Orissa. Normally, head of the house or nearest relative of the head of the house or oldest person in the family, in case the event is occurring in the house is to inform the concerned authority about birth, i.e. to the Medical officer in-charge or any other officer authorized by him, in case of institutional event.

After delivery of the child in case of institutions i.e. hospitals, nursing homes, clinics, etc. the authorities have to register the birth reports to the registrar of birth and death of the concerned jurisdictions.
In case of domiciliary births the household is entitled to submit the reports to the concerned authority for registering the birth event.
In case the birth occurs in the jail, it is to be informed to the concerned jailer.
If the birth occurs in hostel, dharmasala, boarding house, lodging house etc. the event is to be informed to the concerned person-in-charge.
In case the birth occurs in moving vehicle, the person-in-charge of the vehicle is to be informed about the birth.

Birth Certificate Application Forms.
The required form can be available from Municipal Corporations / Municipalities / NACs / Other concerned local authority and it can be downloading by the applicant in some cases.

Necessary Documents to be attached with the application form.
Child’s Name.
Date of Birth.
Order of birth Institution’s name where the child was born.
Father’s & mother’s name.
Permanent address.
You can also send the discharge slip from the hospital / nursing home / health centre attached with the application form.
Availability of Certificate
The individual can avail the birth certificate within a specified time as fixed by the authority after furnishing the formalities.

Concerned Authority for Registration of Birth/Issuance of Birth Certificate/Registering Complain.

1) Registrar (Birth and Death) –cum- Health Officer for Municipal Corporations

Death Certificate

What is Death certificate ?
A death certificate is a document issued by the government to the nearest relative of the deceased, stating the date, fact and cause of death.

Why it is needed ?
It is essential to register death to prove the time and date of death, to establish the fact of death for relieving the individual from social, legal and official obligations. It is also required to enable the individual for settlement of property inheritance, and to authorize the family to collect insurance and other benefits.

4. For applying death certificate, death has to be registered first to the concerned authority of the locality.
5. The form is available in the offices of local bodies.

Marriage Certificate

* Voter Identity Card/Pan Card/Driving License of the Bride and Bridegroom for Age Proof and Identity Proof.
* Voter Identity Card/Pan Card/Driving License of the Guardian/Father/Mother for Identity Proof.
* Voter I. Card/Pan Card/D.L of two witnesses.
* Current Holding Tax Receipt.
* Invitation Card of both bride and bridegroom.
* Joint Photograph on marriage pendal.
* Joint or individual affidavit stating date and venue of marriage as per Hindu rites and customs.

* Treasury Challan-Rs.7/-within one month of marriage.
* Treasury Challan-Rs.32/-after one month of marriage.
* Head of Account-“XXX-VI-Misc.-b-Misc.-F-Misc.-0210-Medical & PH-04-PH-800 & others Receipts.”
* Rs.500/-Cash deposit in C.M.C Cash Counter.

Holding Tax Administration System

How do I pay Holding Tax ?
Holding Tax has got the nomenclature of Property Tax in the Orissa Municipal Corporation Act, 2003. But since Rules and by-laws regulating the property Tax is in the pipeline, for the time being as per Orissa Municipal Act, 1950 Holding Tax is being collected.

Any holding within JM limits having clear right, title, interest of the holder is liable to pay Holding Tax @ of 20.5% of the annual rental value of the holding depending on the nature of holding, i.e. either residential or commercial.

Calculating Holding Tax of a Building B) Method of calculation of Holding Tax:
Annual Rental Value = Annual Rental Value per sqft. X Total build up area (in sqft.)
Annual Tax = 20.5% of Annual Rental Value

Kalyan Mandap Reservation System

(1)How do I reserve Kalyan Mandap ?
(Ans.) Kalyan Mandap can be reserved for social, cultural & official functions. It’s Reservation Charges with Service Tax @ 10% on reservation Charges and Education CASs @ 3% on Service Tax which will payable to Central Government excluding Reservation Charges.

(2) Where should be the security money be deposited, at counter or at Kalyan Mandap ?
(Ans.) Security money should be deposited at the particular Kalyan Mandap and not at the time of booking at the counter.

Explorer Paradeep

Again Paradeep Municipality in its meeting dt. 22.08.07 vide resolution No. 6(Ka) has resolved that the major industries like IFFCO & I.O.C.L. have been established in the nearby areas of Paradeep and many major and medium Industries are going to be established. Urbanisation is also increasing due to industrialisation. It is now increasingly felt the that area of Paradeep Municipality needs to be expanded to include such upcoming urban areas and to provide basic urban amenities to the people living there. This will solve the problems relating to increasing population and industrialisation. So, a proposal to include 15 (fifteen) villages i.e.

1) Paradeep Garh, 2) Niharuni, 3) Niharuni Kandha,

4) Chouki Matha, 5) Udayabata, 6) Nimidiha,

7) Kotakula, 8) Rangiagarh, 9) Nua Sandhakud,

10) Musadiha, 11) Musadiha Jangle, 12) Boitarkuda,

13) Kaudia, 14) Aganasi, 15) Nuagarh

Has been sent to Govt. in H. & U.D. Department vide letter no. 4242 dt. 11.10.07 & District Collector, Jagatsinghpur for inclusion.

This Municipality is 94 K.M. from Cuttack & 125 K.M. from Bhubaneswar.

Conclusion

The leadership of Chairman( SHRI, PARESH CHANDRA SARKAR) throughout his time as the mayor of Paradeep Municipality has been characterised by bold decisions, innovative programmes, and a patient dedication to the well-being of the community’s citizens. His commitment and strategic foresight in guiding Paradeep towards a further promising future were demonstrated at the 5th Budget Meeting.
